The Planning Commission approved a final development plan application for this project during their meeting on September 16, 2024.
Located at at New Albany-Condit Road and Central College Road, The Hamlet will contain a mixture of residential, commercial, retail uses on the site. The residential component will consist of 40 flats, 128 townhomes, and 27 detached single family homes. As part of the project, a new 8+ acre park will be developed around the Sugar Run Creek that bisects the development. As proposed, this park will have new playground and nature play equipment, sculptures and other art work, and a 1/2 mile leisure trail loop. As a tribute to the late Bill Resch, a champion of green space in New Albany, the civic green will be named Resch Commons.
Starting on or after May 29, 2026, the City of New Albany’s contractor, Trucco Construction, will begin the reconstruction of SR-605 between Snider Loop and Central College Road. This project will greatly improve both the aesthetic of and access to the corridor with the addition of curb, street trees, street lighting, on-street parking, the removal of overhead utilities, and pavement widening. The work is expected to be completed by October 31, 2026.
To facilitate the reconstruction, SR-605 will be closed between Snider Loop and Central College from May 29 to August 18. Access to Snider Loop will be maintained via SR-605. This timeframe was strategically planned to reduce impacts to NAPLS bus and student traffic. Local traffic will be detoured around the closure via Walton Parkway, New Albany Road East and Central College. Through traffic will be detoured via US-62 and SR-37. See the map below for details.

Yes. At its meeting on December 6, 2022, New Albany City Council approved a zoning request by a 5-1 vote for 32.6+/- acres located at the southwest and southeast corners of New Albany-Condit Road (State Route 605) and Central College Road. The rezoning will allow for the creation of a hamlet development as recommended in the Engage New Albany strategic plan, containing a mixture of residential, commercial, retail, parkland and open space uses on the site.
Yes. The applicant’s intent is to create a hamlet development as recommended in the Engage New Albany Strategic Plan. The zoning text meets or commits to meeting all of the hamlet development standards found in the Engage New Albany Strategic Plan as the development review and approval process continues. A traffic impact study (TIS) was approved as part of the zoning change application which can be accessed by clicking here.
As part of the rezoning application, the applicant submitted a student impact statement as required by City Code Section 1111.03(h). A student impact statement includes a yield factor for each housing type proposed to be developed on the site at the time of the rezoning application. On October 18, 2022, city staff met with the New Albany-Plain Local School District to obtain actual student enrollment numbers for each housing type within the city corporate boundary. The student population numbers are for the 2022-2023 school year. The city staff obtained student population for all flats and townhomes, select single family subdivisions and the total number of students within the city corporate boundary. At its November 7 meeting, the Planning Commission recommended approval of a proposed rezoning to City Council by a 3-2 vote. City Council will take final action on the zoning change request as Ordinance O-40-2022.
City Council heard a first reading of the proposed rezoning at its November 15 meeting. A traffic impact study (TIS) was discussed at the meeting.
