The existing electrical network in this area has reached capacity. The new transmission line and substation will provide an additional power source to help ensure reliable electric service for residential and commercial customers while supporting continued economic development in the area.
The City of New Albany understands and appreciates the concerns residents have shared regarding the appearance and placement of the new transmission poles associated with the AEP Souder Transmission Line Project.Â
While the project is taking place within New Albany, the transmission line is an infrastructure project led by AEP Ohio and regulated by the Ohio Power Siting Board (OPSB), which has jurisdiction over the approval, routing, and placement of high-voltage transmission facilities in Ohio. Under Ohio law, local municipalities have very limited authority over transmission line routing and pole placement decisions once a project falls under OPSB jurisdiction. The OPSB reviews applications, evaluates routing options, considers environmental and engineering impacts, and ultimately determines whether a project may proceed. The Souder Transmission Line Project received OPSB approval in October 2025.
Although the City does not control the final placement of the poles, City staff did communicate with AEP representatives throughout the process and shared community feedback and concerns when possible. However, final decisions are made by AEP and the OPSB.
The City of New Albany understands some residents remain frustrated by the visual impact of the infrastructure. The City will continue to encourage AEP to be responsive to residents throughout the remainder of construction and restoration activities.

Construction crews began work in early 2026 and will continue through summer 2026, with additional station-related work planned into fall 2026.
Residents and motorists may notice construction activity in the project area throughout the duration of the work.
From June 5 to June 12, drivers should expect short delays during a single-lane closure on East Walnut Street. Please follow the direction of flaggers when passing through the work zone.
